A little hard to tell by this but it looks like Suiko Takahashi.  If so, he is the head of the Komuso Society of Chiba.  Chiba was the one of the three main centers of Fuke-shu.  If it is Suiko Takahashi, he is a Komuso and has been playing for over 50 years.  Barry Wiess is a student of his.

I have seen that clip too. The video image is a guy in komuso costume playing on the street, but the accompanying music seems to be some kind of modern shakuhachi music, played in a studio!

Yeah, I agree. This looks like Takahashi Suiko. He is the kindest man on earth!
