The enlarged picture clearly shows a spray of water coming from the pipe and splashing into the puddle. Do you have any more hints? Where did you get the picture? That's some nice photography, I don't think I've looked at a picture this closely in a long while.

Don't know the artist. It's on one of those gynormous Rooskie image portal sites, with umpty-bazillion images, each linked to some artist.

You should be able to locate the artist, after looking for 2, maybe three days: http://i2.2photo.ru/en (push the right arrow to proceed).
