What scale is a Ney?

I heard some really nice music played on a ney. I'm thinking I might make a simple sideblown flute with the same scale.
What intervals is it on a ney flute? Does anyone know?

It's very exciting (really!).  It has a note that isn't used in the western system.  I think what I understand is that the lowest register isn't used so much, that the "first register" is like kan, but then the "second register" is let's say like dai kan but all the notes play without funny fingerings, on account of it being a long/narrow flute.  So, it's that register that plays between the second and third octaves.
