Re-stringing a koto

I have recently been offered a koto but it needs to be restrung. Does anyone know if this needs to be done by a professional koto maker? Even if it is specialised, could a pro guitar maker manage it? Could a maker used to tuning shakuhachi do it?

Specialized, even pro koto players usually don't do it themselves.
